In the late 1990-s, the Boston Gun Project reduced youth homicide by about two-thirds in that New England City. So, the National Institute of Justice funded a project to see if the same strategies might work someplace else. What better laboratory than the LAPD-s Hollenbeck Division, which includes El Sereno, Lincoln Heights and Boyle Heights-the home turf of some of LA-s oldest established gangs. Will the -stick-and-carrot- approach that used the structure of gangs to help cut down on the bloodshed hold any hope for the long term?
