    The LAPD has videotape, but Metropolitan Hospital says it discharged patients where they wanted to go.  Are law enforcement agencies doing the same thing?  Who is scape-goating whom? Plus, Prop 84, another bond issue labeled "water supply and flood control." Would it live up to its promise or serve special interests at public expense?

      The LAPD has videotape of five discharged patients from Metropolitan Hospital being dropped off by ambulances on Skid Row.  The Hospital says that's where they wanted to go, but the patients told officers they were taken against their will.
