    Mentally Ill Lose While Yacht Owners Win in Budget

    This year’s state budget will cause pain for state university students, mass transit riders and low-income elderly people.  Governor Schwarzenegger vetoed programs for the homeless mentally ill. But the new law makes it easier for owners of yachts, recreational vehicles and private planes to avoid sales taxes.  We’ll hear how it works.
