Metropolitan Water District Overwhelmed with Lawn Rebate Requests

To conserve water, Governor Brown has declared war on lawns, and more homeowners have joined the battle than anybody expected. They may have mixed emotions, but they're ripping out grass and collecting the rebates. Deven Upadhyay is manger of the Water Resources Manage Group for the Metropolitan Water District, the water wholesaler for much of Southern California, which hands out the rebates.
