Mohammed Morsi is getting tough on protestors in the run-up to a controversial referendum on a new constitution set for Saturday. The Egyptian President has ordered the military to maintain security and protect state institutions –and he’s given the army the power to arrest civilians.

Earlier, he tried to calm public anger by annulling a decree that gave him enormous powers and by suspending a big sales tax increase. Jon Leyne is in Cairo for the BBC.
