Neighborhood Councils

The dream of connecting citizens to a seemingly distant city hall helped fuel the call for neighborhood councils in last year's charter reform move. But details on how these councils would form and operate were left to be worked out later -- and critics say the process is a mess. Today we'll hear from the neighborhoods, from the reformers and from those charged with creating a tier of government closer to the people -- and on how well the neighborhood council concept is being carried out. Newsmaker: A federal judge has ruled that the Los Angeles Police Department can be sued as a racketeering enterprise by those who say their civil rights were violated by Rampart Division officers.
