Non-Violent Felons to Move from State Prison to County Jail

Governor Brown has signed a new law to keep tens of thousands of non-violent felons in county jails, rather than in hopelessly overcrowded state prisons. LA District Attorney Steve Cooley says, even if the state finds the money to reimburse the counties, that could be a threat to public safety.
