California's power crisis is out of control. Last year a megawatt of electricity cost 40 dollars. Today, it's 1400. There's a definite imbalance between supply and demand, but why? What do we mean by "real time market"? What do violent market fluctuations and forward contracts mean for rate payers? How - and when - can we stabilize energy rates?
