    Proposition 209

More than a year after voters passed Proposition 209, the law is being both enforced and ignored in about equal parts around California. Set-asides for minority contractors are part of the massive Alameda Corridor project, despite Governor Wilson's order to end similar state programs. Changing admittance criteria in the UC system has some worried that the educational quality will slip--and no more minorities will be admitted anyway.
