After decades of budget cuts, it was announced last year that 70 out of 278 parks would have to be closed. Then it was discovered that two special funds had been hidden away totaling $54 million, not close to what was needed, but enough to create a loss of confidence. Now the Little Hoover Commission, California's ongoing investigative agency, says major changes are needed to make sure no parks will be lost.
