The first step was Assembly Bill 32, which drew international news coverage when it was passed by the legislature and signed by Governor Schwarzenegger two years ago. It requires a 25% cut in emissions—back to 1990 levels—by 2020. Today, the Air Resources Board is unveiling proposals for implementation, and every sector of the economy would be affected.
