Teacher Layoffs, Water Shortages and Illegal Immigration

Water agencies are raising rates to boost conservation, the LA Schools are laying off teachers, and there's a new profile of illegal immigrants in California.  On our rebroadcast of today's To the Point, President Obama will stop in Mexico on his way to the Summit of the Americas.  Will it be a symbolic exercise or the start of a new era in US relations with Latin America?

We also speak with LA School Superintendent Ray Cortines about laying off 3500 teachers, and hear about new water rates for the southland.
