The cuts likely to be enacted by Congress on Friday amount to about one percent of this year's federal budget. But one percent of $3.8 trillion is still a lot of money and, when it comes to people who depend on the federal safety net, it doesn't take big reductions to cause a lot of pain. We hear about service reductions in healthcare, housing, legal services and environmental protection. On our rebroadcast of today's To the Point, how much does college matter?
