It was small potatoes compared to the Oscars, but for Sacramento, it was a big-time event as Arnold Schwarzenegger took the oath as the 38th Governor of California. After his inauguration, the action-movie star became an action-Governor by immediately repealing the car tax, calling the Legislature into three special sessions, starting tomorrow, and ordering a review of every regulation adopted in the past five years.
