    For Uber, Lyft and other ride-sharing companies, LAX is a gaping hole in the regional transportation system. They can drop off passengers, like anyone else, but pick-ups are the exclusive province of taxi-cabs with licenses, special insurance and finger-print background checks for drivers. Mayor Garcetti says it's time for a change.
