    Will Miami secede over Elian?

    The city of Miami has apparently formed its own foreign policy.... and its holding the U.S. government at bay. Where have we seen this before? With rebellion in the air, is secession next? Could a similar population in L.A. push the buttons of the federal government like the Cuban exiles have in Miami? Guests include RICK BRAGG of the New York Times Miami bureau, SUSANA BARCIELA, a member of the editorial board with the Miami Herald, and LISANDRO PEREZ, Director of the Cuban Research Institute.
