Late last week, ICE announced it would end its contract with the city of Santa Ana to house immigrant detainees in the city's jail. The agreement, dating back to 2006, helped Santa Ana pay down the debt on the facility, which was originally built in the 1990s at a time of heightened crime but has run on a deficit ever since. Activists have long protested against the Santa Ana-ICE agreement, arguing it was a civic stain on a town with a significant undocumented immigrant population, but the argument wasn't truly considered until last year, when the city council voted to hold fewer detainees and promised to end everything by 2020. What convinced ICE to end their contract?
