Proposition 84 would raise 5.3 billion dollars in bond money for a host of projects, including improved water quality, flood control, park projects and coastal protection. Supporters say that 500 conservation groups, business leaders and elected officials believe it’s critically needed. Opponents say it was put on the ballot by a Sacramento lobbyist whose clients stand to win public money for their pet projects.
