Prop 66: Reform death penalty appeals process

The death penalty is expensive in California, in part because of a lengthy appeals process. Prop. 66 works to reduce costs by speeding up the appeals process.  A competing ballot measure, Prop. 62, addresses the problem by outlawing the death penalty entirely.
