COVID-19 numbers are up again — to levels not seen since April

The number of COVID-19 cases and hospitalizations are up in LA County, as well as the infection rate. Public health experts expected an increase in cases once LA County started slowly reopening. But the numbers are exceeding expectations. What went wrong, and how is the increase playing out at local hospitals?
