Presidential hopeful John Delaney's plan for universal health care

Just six months into President Trump's term, John Delaney declared his 2020 presidential run. The former Maryland congressman says he wants to give each American a free federal health care package, and if they don't want it, they can opt out and get a tax credit to buy their own plan. He tells us how he would pay for universal health care.
