Wednesday, the showers at most California state beaches will be shut off because of the drought, but in parts of LA County, they'll still be on. They're managed by the County's Department of Beaches and Harbors, which is free to ignore orders from the State. Brian Ketterer is southern operations chief for the State Department of Parks and Recreation.
