California is in its third year of what could be a prolonged drought. In some parts of the state, water conservation is mandatory. But some 4000 corporations and agricultural concerns can use all the water they want. The State Water Resources Control Board is a powerful agency, but it admits it has no idea how much they're using. That's according to an investigative report by the Associated Press. Jason Dearen, who's based in San Francisco, co-authored the story.
