The federal government and insurance companies will shoulder part of the burden, but there-s trouble ahead for a state already billions of dollars in the red and local agencies hard pressed to come up with enough revenue just to stay in business. We get an update on the fires, compare the costs of this week-s disaster to the Northridge earthquake and the fires that devastated Oakland 12 years ago.
