California's Sesquicentennial

150 years old and no one wants to party: Kevin Starr had grand plans of tall ships sailing along the California coast to kick off a massive celebration of the state's 150th birthday. The State Librarian saw California citizens "coming together" for an event they would talk about through generations. But no one wants to party. Why can't the state come together for such an event? Is California too bifurcated from North to South?
