Green Dot is a private charter school company that wants to take over LA-s racially troubled Jefferson High, where just one percent of 3800 kids passed recent national math tests. But LA Unified has its own plans for Jefferson and the teachers- union is outright opposed. Can Green Dot do what LA Unified can-t?
