Last year, the DWP tried the hard sell, threatening to withhold money from LA's general fund if it didn't get increases in rates. Now a new General Manager with a softer touch is telling customers more money is needed to replace water pipes more than once every century and power poles every 145 years. We talk to the new General Manager, Ron Nichols, and City Council President Eric Garcetti. Whatever happened to that rate-payer advocate approved by the voters?
