For a week now, the LAPD has been taking unprecedented heat for alleged abuses of power by CRASH, the elite anti-gang force in the Rampart Division. Although the revelations stemmed from an internal inquiry, some critics say the LAPD should not be allowed to investigate itself. That's raised anew the debate about what's called "civilian review." What are the powers of the Inspector General-whose job was created by voters in the aftermath of the Rodney King beating and strengthened by the recent city charter reform? And, beyond the controversy here in LA, what are the virtues-and the disadvantages-of "civilian review?"
