The aftershocks are still rumbling after Friday's 5.1 magnitude earthquake centered in La Habra in northeast Orange County. Seismologists say the Puente Hills thrust is "a very dangerous fault." But, for almost 10 years, it failed to recall Chevy Cobalts and other cars with defective ignition switches linked to at least 13 fatal accidents.  Was there criminal action?
