It was small potatoes compared to the Oscars, but for Sacramento, it was a big-time event as Arnold Schwarzenegger took the oath as the 38th Governor of California. After his inauguration, the action-movie star became an action-Governor by immediately repealing the car tax, calling the Legislature into three special sessions, starting tomorrow, and ordering a review of every regulation adopted in the past five years. More than 700 journalists were credentialed for this morning-s event, about the number that covers presidential inaugurations in Washington.   • Making News: LA Busses Rolling Again The transit strike is not over yet, but the buses are rolling again tonight, while the MTA and mechanics in the Amalgamated Transit Union engage in non-binding arbitration of the biggest issue of all-health care. LA Times reporter Sharon Bernstein says that the tentative deal addresses healthcare coverage for current and retired workers as well as management of the union's healthcare fund.
