It's been less than a month since Governor Brown imposed a 25% mandatory reduction in California's urban water use. Some cities complained, and regulators have already made adjustments. Yesterday, a court ruling raised questions about the most effective means of enforcing conservation: tiered water pricing. We hear from a water district that will have to cut more than first was required -- and from another where reductions have been relaxed. We ask the head of the State Water Board how her agency makes those decisions.
