    Why keep building freeways if they're not reducing congestion?

    Evidence shows that freeway expansions don’t relieve congestion. That’s not stopping Metro LA and Cal Trans from moving forward on a $4 billion project to expand the 605 from Rosecrans Ave. to the 10 freeway in Baldwin Park.

    Evidence shows that freeway expansions don’t relieve congestion. That’s not stopping Metro LA and Cal Trans from moving forward on a $4 billion project to expand the 605 from Rosecrans Ave. to the 10 freeway in Baldwin Park. Then there’s the “60 swarm,” which is already underway. And LA County is undertaking the construction of a new freeway in the high desert. How much do these investments pay off?
