Can a 1-cent sales tax save OC's older cities?

Late last month, the Fountain Valley City Council voted to put a 1-cent sales tax increase on the November ballot. It joins Westminster and La Palma, with other cities exploring the possibility for this and future elections, and Stanton voters taking on a ballot measure that would see their 1-cent sales tax increase from 2014 revoked. These efforts come at a time when older cities are facing increased budget deficits brought on by aging businesses and the loss of redevelopment money, and council members argue that such tax increases are necessary to save cities from financial doom. But they're also being pushed by Republican-dominated city councils against the wishes of party leaders, who oppose tax increase, period. Which side will win?
