Last week, hundreds of people gathered in downtown Santa Ana to celebrate an award by the American Planning Association deeming the city's downtown one of its 2016 Great Neighborhoods. City officials, developers, and landlords viewed it as a victory for their collective decade-long effort to "improve" the area and veer it from its longtime Latino identity. But also at the celebration were protestors who called the award a sham justifying gentrification and myopic, given that Santa Ana remains one of America's toughest cities to live in. Can the two sides ever come to an understanding?
