    The Justice Department has begun an investigation into whether four automakers colluded with California to make cars with stricter fuel efficiency standards. Ford, Honda, BMW, and Volkswagen have struck a deal with California to make tailpipe emission standards go beyond what the Trump administration proposed. Now the Justice Department is saying that agreement could violate antitrust laws.
