In Sweden today, President Obama shifted responsibility for punishing Syria -- "I didn't set a 'red line,' the world set a red line" – and said the credibility of Congress is on the line. As the debate continues in Washington, the Senate Foreign Relations Committee has delayed debate on a bipartisan resolution to authorize force against Syria.
