    City Hall Takes on Homeless Encampments

    LA's homeless population is on the increase, especially downtown and in Venice.  As those neighborhoods gentrify, complaints about unsafe and unsightly homeless encampments are increasing, too. Now the City Council is making it easier to break up those encampments — in the process making it harder for the homeless to keep track of what possessions they have.

    LA's homeless population is on the increase, especially downtown and along Venice Beach. Those neighborhoods are more upscale than they used to be, and complaints about unsafe and unsightly homeless encampments are increasing, too. Now the City Council is making it easier to break up those encampments — in the process making it harder for homeless people to keep track of what possessions they have.

    Also, a student of LA's "Car Culture," who snaps portraits of unsuspecting drivers at stoplights. We hear why he does it and how his subjects react…when they notice.
