Medical marijuana is illegal under federal law, but California voters approved its use in 1996. In 2003, the state legislature passed laws for growing it and for issuing identification cards for patients whose doctors approve it. Yesterday, Orange County became the 33rd of the state’s 58 counties to establish medical marijuana programs.
