    With two candidates spending a total of $90 million in this year's Republican race for Governor, California voters will get another chance to approve public funding of political campaigns. Prop 15 on the June ballot provides for a pilot program. On our rebroadcast of today's To the Point, the White House is pushing a compromise on repealing "Don't Ask, Don't Tell." But it would not end the ban on gays in the military, so what's the rush?
