    Auditors say the City of Los Angeles is losing big money from people who don't pay parking tickets, community groups that don't pay permit fees and others at a time when money is scarcer than ever.

    Auditors say the City of Los Angeles is losing big money from people who don't pay parking tickets, community groups that don't pay permit fees and others at a time when money is scarcer than ever. The latest evidence of a crackdown on collections comes from the Board of Public Works, which has cancelled the Sunset Junction Music Festival, despite 30 years of tradition. (The Board refused our invitation to come on our program and festival sponsors said they were too busy.)
