There’s just about a week until the November election, and the polls suggest recreational marijuana will become legal in California. A recent survey by the Public Policy Institute of California finds 55 percent of likely voters support Proposition 64. That’s got a number of cities and counties up and down the state scrambling to deal with this tectonic shift. Elected leaders in National City, San Marcos and Santee have already adopted temporary bans on growing and smoking drug within their borders.
