Could congestion pricing work in LA?

Would you pay $4 to drive to the west side? A new study says charging a fee would reduce traffic by a lot. The reasoning: if you make drivers pay, some will carpool or choose public transportation, walking, or biking instead. The study was done by The Southern California Association of Governments.
