Should Bullying Be a Crime?

The City of Carson is on its way to enacting a law against bullying. It defines the new misdemeanor crime as causing anyone under the age of 25  to feel "terrorized, frightened intimidated, threatened, harassed or molested, and which serves no legitimate purpose." Hateful texting or emails are included. Will it work?
