Since the US Supreme Court ruled that overcrowding made California prisons too dangerous, lower-level convicts have been sent to local jails. But the jails often don’t have any room—and county sheriffs end up deciding that some go in while others stay out. We’ll hear how so-called “realignment” has exposed a lack of justice in California’s justice system—and how it might be reformed.
