California's Insurance Commissioner is on next week's ballot, an office that has some power over your checking account. Whoever's elected has a lot to say about how much you pay to insure your property. Who are the candidates? Should the Commissioner's power be increased to include rates for medical insurance? Would that interfere with administering Obamacare? Also, most Californians are saving water in a third year of drought. How come the PG&E, big farmers and almost 4000 others can use all they want?

Later, on To the Point, cadets graduating from West Point today won't be going to war in Iraq or Afghanistan. We hear what President Obama told them about his vision for the military and its role in foreign policy for the future.
