Is Prop 47 Having Unintended Consequences?

Less than four months ago, California voters passed Proposition 47 , reducing six felony crimes to misdemeanors. As expected, jail overcrowding has been reduced statewide, including in Los Angeles County. In addition, arrests are down—while property crimes are on the increase. Some law enforcement officers say there’s a connection.
