State and federal officials are under pressure to declare a drought in this third dry year in a row. Governor Brown has produced a $25 billion plan to keep water flowing from Northern California. Meantime, a court case could lead to increased water rates in greater Los Angeles. The bottom line: there's not enough water now, and there won't be in years to come. We hear about potential solutions. Also, gentrification continues in downtown LA.
