Who Benefits from Sacramento’s Water Compromise?

Proposition 1 on the November ballot is a compromise between Democrats, Republicans and Governor Brown: It’s a water bond for $7.5 billion — replacing an $11 billion measure that appeared too expensive to pass. Even supporters of the compromise admit it won’t help Californians cope with the current drought or prevent rationing during the next one. Much of it goes for two new dams that won’t be completed for at least a decade. But Tim Quinn calls it “the right size and the right time.” He’s Executive Director of the Association of California Water Agencies — 440 different organizations that deliver 90% of the state’s water.
