A plan to close OC asphalt plant might cost Irvine a pretty penny

An asphalt plant has been causing a stink for years in the north Irvine neighborhood of Orchard Hills, where residents say it’s spewing toxic smoke and pollutants that are impeding their quality of life. 

Now, city officials have a plan to fork out $285 million to shut it down and build a nature preserve. But, it remains unclear exactly how much it will cost to clean up the dirty soil it leaves behind.
