LA City Council members on Thursday committed an unprecedented $1.3 billion to the homelessness crisis — approved as part of the city’s overall $13 billion budget for the fiscal year starting July 1. What could $1.3 billion buy, will it be enough to make a visible dent, and what are the politics around it?
